Apologies if this has been asked before.
We have an apprentice currently enrolled on the Level 3 MOET Standard but he is struggling with the work. The Employer want to move him to the Level 2 Engineering Operative Standard. Can he be "transferred down" from the MOET to the Operative or will he have to be withdrawn from the MOET?

It is both as the current programme needs to be closed as a withdrawal but using code 40 (Transfer) as the withdrawal reason.
