I think it used to be 10 year olds and under that it errored on...
Anyway, strictly speaking, no, FM 10 is only for 19+ because 16-18s should be getting funding from somewhere else, ideally a fulltime study programme, and they can only be funded at one provider at a time.
FM99 and don't charge them would be my suggestion, assuming you're only talking about a couple (and you don't have an FM25 budget). Also, whilst it's not a funding rule thing, you'll want to think about safeguarding implications of having 16-18s and adults in the same room...

Hello,
I've been trawling for guidance regarding <19s and their eligibility for AEB Community Learning and managed to find little useful information. In short can we fund <19 yr olds who are not parents/carers/guardians (of children less than 18) from FM10? If not, is there an acceptable route to accommodate them? Just anticipating a cry of help from support communities relating to the forthcoming influx of Ukrainians (amongst others) and wishing to be as inclusive to their situations as possible. Many thanks. (BTW I note testing a 6yr old through ILR against FM10 and ASL 3 or 4 invokes no validation errors!).
