Hi,

 

Can someone please explain this rule:-

We will fund Functional skills English and / or maths at level 1 or below where you (or a subcontractor) has conducted an initial assessment that shows the apprentice needs to study at a lower level before being able to achieve their level 2. The apprentice must be judged to be below level 1 to be funded for a level 1 qualification. 

 

If we have a learner that has an IA result of working towards Entry 3 and they want to undertake a level 2 apprenticeship.  We would need to work on entry level before we could work on level 1 and then work on the level 2.  How would you code the ILR?

Hi Keli,

I believe the aim of this section is to stop providers enrolling on L1 FS where the learner is working at that level already. We have had colleagues get confused with this due to L1 being the requirement for a L2 standard.

If they are working below L1 they would need to pass L1 and attempt L2 afterwards.

If the learner is working towards an E3 the quote above states that the ESFA will fund below a level 1? can we claim for an E3 on the ILR and the Level 1 and level 2?

I can see what you mean now. We have never enrolled learners at below L1 for FS.

I suppose it would work the same as doing L1 then L2. They would have to pass E3 and then L1.

Yes, I'm sure that's what P139 means:

P139 We will fund Functional skills English and / or maths at level 1 or below where you
(or a subcontractor) has conducted an initial assessment that shows the apprentice 
needs to study at a lower level before being able to achieve their level 2.

So £471 for the Entry, then £471 for the L1.

Bear in mind these learners *won't* be exempt from needing to take the L2 *as well*, so that's Quite A Lot to fit in!
