Is PhD funding considered to be government funding in the same way as degree / school learning is, in the context of apprenticeships?
We have a potential apprentice who is finishing off a PhD; this was on a scholarship (which has now ended) but the fees are still covered by the university.
Would this be excluded per P79 of the funding rules or would this be acceptable?

I believe it is based how the PHD is paid for. If its via student finance then I believe that is not allowed but I may be wrong
