Good afternoon all!  I am really hoping someone can clarify something for me!?

Learners who are undertaking a Level 3 apprenticeship must hold L2 or equivalent functional skills if they do not the ESFA will find them to obtain this - my question is......

If the learner receives an E3 on their initial assessments but with a skills scan and other evidence it is proved that a L3 apprenticeship is the correct route for them, does the ESFA provide funding for them to do both the Level 1 FS first and then the level 2 FS?  Or would it be a case of we deliver the L1 FS training and then move them to the Level 2 FS training and exam and only get funded for the L2 training and exam?  I hope this makes sense, I have read the rules over and over and just cannot get to the bottom of the funding element of it.

No, you'd get funded for both L1 and L2.

It's that initial assessment that's going to be the key point to prove they need to do L1, but if that's fine (and you can show teaching towards the L1) then you're grand.

Sounds like a bit of a risk to me in terms of the learner coping with an L3 app, but that's up to you (certainly no rules against it!)

The guidance is:

P140 For level 3 and above apprenticeships where a level 2 qualification in English and maths is required, and the apprentice does not already hold the acceptable qualifications, we will fund the apprentice to achieve the qualification. The apprentice must commence tuition at the English and maths level immediately above the level at which they have been assessed at the start of their apprenticeship programme. In instances where this starting level is lower than the exit requirements, progression through the appropriate English and maths levels (as required in the apprenticeship standard) must be achieved.

Their prior qualification achievement level for Maths and English take precedence over the level they have been assessed at.

Where they have no qualifications they should undertake the level that they have been assessed at, in your case they would have to undertake L1 and this and the level 2 would be funded.
