If they're the Basic Skills Certificates in Adult Literacy/Numeracy (the pre-cursor to FS, so probably from the 00s?), then yes, they would count.

Hi quick questions if a learner has a level 2 certificate in numeracy and literacy are they exempt from functional skills at level 2 at apprenticeship stage?
