Could you please advise how you handle monitoring engagement for L2 functional skills.

Our apprentices register with an online provider of L2 FS and can stop and start multiple times until they complete their FS components. Is it reasonable to record their start date as the first time they engage with the online provider, and record the end date as "start date + 1 year". This means they have one year to complete their FS.

However during that one year period they may dip in and out of engaging with their FS component(s).

Should we be recording a BIL on their FS components if they stop engaging for more than 28 days?

No, because that's not a BIL, it would fail the flowchart.

I Am Not A Teacher But I'm not sure this is perhaps the best way to engage learners in E&M, would be interested to see what Ofsted thought of it...

Thanks Steve - is it ok to be drawing down funding each month for L2 FS if the learner does not engage for more than 28 days?

Not sure I follow the Ofsted comment? The learners are receiving full training and support including initial assessment, diagnostic assessment, an individualised learning plan including online tutorials/workshops, mock exams and one-to one support where necessary. They also take a live exam on campus.

If it's *planned* to take a year, then yes (and given it's only £39.25 a month, it's not a massive issue) that's basically fine as long as you can show *some* engagement. Of course, if someone does withdraw there will be a greater clawback if they've not engaged with M&E for a number of months.

Either way, it doesn't meet the definition of a Break.

Fair enough on the Ofsted comment, I guess I was thinking it sounded a bit "optional" but if that's not the case then I'm sure it's fine.

Thanks Steve - no it's not optional it's just that apprentices can register and take the FS at a time that best fits with their work/study patterns.

ESFA have actually just replied and confirmed what you said previously, that as long as they are engaging in the main apprenticeship programme then BIL's are not required for FS. They also confirmed that our approach of allocating a year to complete from first engagement is ok from a funding perspective.
