Are they just clarifying the historic position? So going forward they are using the achievement year but for any apprentice with an actual end of in 2019 then they won't use achievement year because of the time the rule came into place maybe?
The only thing in the update that I can see they amended is this:
Following feedback, QAR logic has been adjusted to account for AchDate crossover for apprenticeship standards, AchYear where CompStatus is continuing, and OutcomeStartYear for traineeships where CompStatus is complete but OutStartDate is missing. Additionally, logic specific to Planned End Year 2018 removed to include relevant aim records.

QAR 20/21 Technical Guidance update
Created
I am not sure if anyone has seen this in the latest update or not. I may be misinterpreting this, but they have updated the 'Apprenticeship qualification achievement rates technical specification for 2020 to 2021' (as of April 2022).
Paragraph 7 and 9;

The clarification to they have added is as follows;
For standards with an actual end year of 2019 (the academic year AchDate was introduced for standards), we do not use achievement year to calculate the Hybrid End Year, this is to account for the crossover between academic years.
To me, what they have clarified basically impacts our historic data for 19/20 and 20/21 – can they update these historic figures?
So basically, there are 37 of our learners that we had achieving in 20/21 because of the HEY of achievement date of 20/21 but had an actual end date of 19/20. However, 13 of them had an expected end year of 20/21 anyway, so that leaves 24 learners that would fall into 19/20 based on this updated guidance and not 20/21. So, our 20/21 figure will not be what was reported due to this.
Is that what it is saying to you to anyone else, or just me? I feel like I am losing my marbles!
