Withdrawing a learner in EPA process

Hi,
We have a learner who has Gateway'd and is in the EPA process.
We have completed him on our Maytas system for his Main Aim: Completion Status 2 and Outcome 1, and for his Programme Aim left the Completion Status as 1 and the Outcome as 8 (Learning activities are complete but the outcome is not yet known).
However, the learner has now withdrawn without doing his EPA, due to restrictions placed upon him by Covid 19 and his return.
Do we need to restart him to withdraw him, or can we just change the Completion Status to 3 Withdrawn and Outcome to 3 No Achievement?
