Right, so, there are two very different things.
LearnING support, generated at £150 a month (and then EAS on top), is for supporting the learner with, eg, disability and learning difficulty type things, so extra classroom help, dyslexia support etcetc
LearnER support is part of your AEB budget which you can spend on hardship stuff, eg bus fares. HOWEVER, you can't just give it out willy-nilly, you need to have processes and procedures so you can been seen to be treating all learners the same. I suggest you move down the page to paragraph 212 which explains what you need to do. How you claim this will depend whether you're Grant-funded (is part of mid year/year end/final claim reconciliation) or Contract-funded (claim via EAS) but you should have a line on your allocation that says how much it is.

AEB EAS bus fare?

There may be a really quick and obvious answer to this so I’m hoping somebody can advise. We have a learner potentially interested in a course funded through AEB, however they are unable to pay for the bus fare to get them into the centre to complete the qualification. I have had a look at the funding rules to see if there is anything we can do to claim the money to give to them (I’m aware of the Earnings Adjustment Statement EAS).
One paragraph says:
202. Learning support must not be used to deal with everyday difficulties that are not directly associated with a learner’s learning on their programme.
Which you could read to think that it cannot be used to cover bus fare, however it goes on to say:
210. Learner support is available to provide financial support for individuals with a specific financial hardship preventing them from taking part/continuing in learning. Before you award support to a learner, you must identify their needs within the following ‘categories’.
210.1. Hardship funding – general financial support for financially disadvantaged learners to support participation learning
To which you could potentially argue that a learner being unable to pay for a bus fare could stop them participating in learning. Is the job centre supposed to cover the bus fares or is there a way of us claiming it back for them using this method?
