We have our first Ukrainians coming to enrol onto AEB courses that meet the updated residency rule, don't have any income but are not yet claiming any benefits either. Do we record them as co-funded until they have evidence of benefits like anyone else?

Somewhat annoyingly, the answer appears to be "yes"... This happened with the Afghan arrivals as well...
