Maths and English to sit Level 2 - ILR

Hi, we have an Apprentice who has achieved their Level 1 in English and Maths for their qualification.  They still need to sit the Level 2 in both but don't need to achieve.  The expected end date for the Qual was December 2021 and EPA January 2022 but are currently still on programme, unfortunately the Level 2 has not yet been recorded on the ILR, can I still do this?

Am I correct in saying they still fund you for these even if they are just sitting the qualification?

They normally only fund at level 2 excepting where assessed is at below level 1

P139 We will fund Functional skills English and / or maths at level 1 or below where you (or a subcontractor) has conducted an initial assessment that shows the apprentice needs to study at a lower level before being able to achieve their level 2. The apprentice must be judged to be below level 1 to be funded for a level 1 qualification.

They do not fund assessment only there must be some training.
