Changing Employer and how it affects Funding

So, we have an apprentice who withdrew from another provider and has changed employers before restarting with us. Is the full funding available because their was a change of employer, or is that not possible because funding has already been drawn down for the learner? As above, I basically need to know is the 21,000 funding band associated with the learner or the employer.

The Apprentice would attract the remaining funding below the CAP after deducting what has previously been drawn down by the previous Provider, (the funding follows the Apprentice)
