I believe you’re correct in what you’re saying.
Sadly anyone with a practical expected date of around April/May will struggle to complete that year- dependant on length of EPA period.
Meaning they will count in the following year if your achievement date is on 1st August or later.
- We base the overall QAR on the hybrid end year, which is the later of:
- the achievement year of an apprenticeship (year of Achievement date for standards)
- the actual end year of an apprenticeship (year of actual end date for Frameworks)
- the planned end year of an apprenticeship (year of planned end of date)
- the reporting year
The proposed achievement date is not an ILR field so not included in the QAR calculations

Thanks so much for your replies. Just to clarify.... Those that have a HEY of 21/22 that do not get an EPA now will achieve in 22/23. Obviously I gain an achievement in 22/23 but as they had a HEY of 21/22 and therefore in my ILR as expected to achieve in 21/22, they are classed as a continuer? Is this correct? Surely this they skews my data as it was expecting an achievement?
The QAR reports the actual year of achievement for Apprenticeships but as the ILR only reports the planned end of training and not the planned end of the EPA (Programme) the hybrid end year is initially set to the planned end date of training.
This is updated when the Programme is reported as completed and may be later than the original hybrid end year.

Thanks so much, this is worth bearing in mind. Really, this has shifted the HEY for learners that have a definitive amount of time between Gateway and EPA e.g. Procurement / Accountancy. All learners with a planned end date of training from May will not achieve in that HEY and will all be continuers, potentially increasing the weight of withdrawals against achievers for that HEY. We live and learn!

Apprenticeship Gateway v Achievement

Apologies as I am sure this has come up before but I can't find it!
In the ILR, we put the start date, the proposed practical end (Gateway) and the proposed achievement date (EPA).
As the last date of learning is the Gateway date, this is then entered as the expected end date. This however, then sets the hybrid end year and therefore is expected as a success in this year.
e.g Start date 28/92020, Expected End date 28/3/22
However, the expected end of the overall programme is October 2022, not March but the ILR expects the learner to complete in March therefore altering the HEY.
Am I going mad?
