Employer doesn't pay taxes in UK, still eligible for funding?

Hi folks,
Odd one - we have a potential client who has confirmed they pay no tax in England however do employ staff in England and will continue to do so. Are they still eligible to access apprenticeship funding? Feels like a straightforward yes given the apprentice(s) would be employed and living in England but the non-tax payer status has caused me to doubt myself.
Thoughts welcome,

Get them to set up an App Service account, where I believe they'll have to add a PAYE code, even if they're non-levy? If they can't do that (and it sounds a bit murky if they can't...) then I think we're answering the question...
