So, basically, yes, yes and it's complicated.
Because the funding is calculated each year based on the hours in that academic year and the age of the learner on 1 Sept that year, your 17 year old will be Band 5 in the first year and Band 4a in the second year.
Assuming a usual summer break (July to early September), if a learner withdraws in October of their second year you need to show 42 days *since the second year of teaching began* (and take the hours out if you can't) rather than everyone on programme automatically counting on 12 September. See Q14 on page 69 of the funding guidance.

Study programme spanning 2 years

Hi,
I am looking into study programmes spanning 2 years and have a few questions I cant seem to find an answer to and wondering if anyone knows or can give any advice.
If a student 17yr old starts their study programme on 1st September 2022 and would be completing 1200 hours split over 2 years doing 600 hours each year, in the first year they would be funded as a band 5, would they then be funded as a band 5 the next year or drop to a band 4 (presuming the bands remain static next year)?
Also for the second year when the student returns, will funding be available for the 2nd year immediately due to the continuance minus the summer break, or would the 6 week QP still apply for the second year?
