If your replacement has not had their account approved then they should email customer.experience@education.gov.uk
Your replacement will need to email customer.experience@education.gov.uk, you cannot do it for them.

I have been trying to get my replacement access to this forum for over month now when he logs on it says he will only be able to post, reply and subscribe once ESFA have approved the account for this community. We need to get him access soon as I am leaving my organisation.
