QAR overall percentage clarification

Hi, I would appreciate some clarification around what must be counted into the 'number of programmes that have ended' in the overall QAR percentage calculation formula.  Does it include withdrawals in the year?  I have read the guidance but it is unclear.  Many thanks.

Apps or E&T?

They're similar, but Apps is a bit more complicated because the programmes always cross years.

The starting point to work out which year someone counts in is working out the latest of:

Planned End Date

Actual End Date

Achievement Date (for Standards)

So, for withdrawals, most of the time their planned end will be later than their actual end (and, of course, they won't have an achdate). The year they count in (the Hybrid End Year) is the one their PLANNED end falls into, so there will be people who withdrew 18 months ago who are likely counting against you this year. Similarly, someone withdrawing now may not affect your QAR until 23/24.

Conversely, where learners go (way) past their Planned End Date they don't count until the year they finish.

Your reply is very helpful, thanks, I will analyse the Planned End Date of our withdrawals to work out which year they fall into.  I had assumed all withdrawals would fall into thie year they withdrew.

QAR data consist of the previous 5 years ILR data with the hybrid end year set to the year of the planned end year. For the QAR year in question this will include all learners who have withdrawn who have a Hybrid end year the same as the QAR year.
