QAR Hybrid End Year

Could I please seek some clarity on leavers. If I have a leaver who leaves our programme today (26th June 2022) and is reported in our R11 submission however have a planned end date of 21/01/2023.
My understanding is this will effect our QAR for 22/23 however I have read conflicting guidance that reporting year takes precedent over any other dates and therefor would effect my 21/22 QAR as it was reported this year in R11
Can I please seek clarity on which QAR year this example leaver would fall into?

It's the LATEST of Planned, Actual and Completion date, so yes, this example will count in next year's QAR, not this year's.
