Could someone please provide clarity with regards to early completers?  

The funding rules (Glossary section 10) states - Complete early: When an apprentice completes all their training and assessment (including end point assessment) before the planned end date recorded by the provider on the ILR. If the apprenticeship has met the minimum 12-month duration, we will pay any outstanding amounts once we have been notified of completion. 1) If a learner completes their practical learning and EPA in less than the minimum 12months duration is this possible and would this be classed as an early achiever?

2) If learner completes practical period early does the 20% OTJ only need to cover the practical learning the learner has actually completed or must it still cover the original duration as per their original planned end of practical learning date?

3) If the learner completes their programme in less than the 12month minimum duration would we receive completion payment for the learner?

Apologies in advance for the questions but I am looking for clarity.

1 No if they do not meet the minimum duration it is not a valid apprenticeship.

2tthe Original OTJ hours apply.

3 No you would lose all funding as it is not a valid apprenticeship, see 1

Hold on a moment though Martin.

Where learners complete early (as long as it's more than 12 months), then the provisions at P56/57 and the flow chart kick in, so as long as the Employer and Learner agree, the OTJ is based on actual duration, not planned?

Yes but the starting point is the original OTJ hrs as recorded on the ILR.

I think we're reading Sue's question in two different ways? You're right, we don't change the value in the Planned Hours field, but, per the flowchart, where a learner completes in 14 months instead of 18, the volume of OTJ that needs to be evidenced is only 20% of the 14 months.

Can I just clarify that so long as the programme completed covers the 12month minimum duration but includes BOTH the EPA as well as the practical learning then they would be classed as an early completer and payment would be received?

We would also ensure the correct amount of OTJ is completed - either as originally planned or if this is less then the provisions at P56/57 are followed and in place (as per your comment Steve)?

The 12 months min duration applies to the practical period only not both as you have said.

If less than 12 months then it is not a funded apprenticeship.
