Traineeship Planned/Actual Hours Adjustment for Withdrawals

Good afternoon,
We deliver a 16-18 Traineeship Programme funded via the ESFA (we don't have an AEB contract). I am wondering when a learner withdraws if we are supposed to reduced the planned hours into actual hours as I'm seeing conflicting information.
I can find the guidance telling me to change the planned hours if the learner leaves within 6 weeks. I believe this would be 2 weeks in our case as funding is triggered at this point due to our Traineeship Programme being delivered in 12-24 weeks. Is this correct? It seems a little odd to me that we could potentiall earn £3k-£4k for a learner that is with us for just 3 weeks?
I'm sure I have read somewhere (but can I find where!?) that if the learner withdraws, for positive or negative reasons, then the ESFA would expect the planned hours to be reduced to the actual hours or have the percentage of planned hours reduced to justify funding, however I've also seen the point made that the leaver will effect us in the coming years as the lower success rate would manifest as a lower contract in the future; so we should not reduce the hours and doubly impact ourselves? If anybody could provide me a link to where can confirm this it would be very much appreciated.
Finally, this year has been very hard for the childcare sector which is the majority of our business. Employers have been taking learners on before their planned end date due to severe staff shortages and also to get the incentive quicker. Whilst we do not condone this and try our best to steer the learner and the employer into completing the programme, we also cannot refuse as we do not want to hold the learner back from progressing into paid work / apprenticeship in a place they are comfortable. If the employer needs staff desperately they will go elsewhere potentially costing the learner their position or ask them to switch training providers etc... My question is would this high number of early withdrawals effect our contract as the Traineeship Programme individual aims will be withdrawn and not achieved initially, however their 6 month follow up will then show as an achievement overall due to positive destination?
