But someone still in gateway at 31/7/22 is *not* completed, so it's somewhat of a moot point. These learners will have an AchDate in 22/23, so will have a Hybrid End Year of 22/23.
I think the QAR guidance needs updating to take account of the change to what we record as PED? Theoretically, there may be a few learners who still have their PED as EPA date, rather than the end of the Practical Period, but they must be the minority by now?

The paragraph below from the App QAR Tech Spec published in June 2022, does this mean a learner with a PED in 21/22 do they have to be in EPA before the 31/07/2022 and coded as such in the ILR or can they be continuing in the ILR and enter EPA after the 31/07/2022 as long as they have sat all elements by R04?
There can be a delay between completing an apprenticeship and the notification of the achievement. To account for this delay and to ensure all relevant leavers are included, we use information from the 2022 to 2023 R04 ILR to identify apprenticeships with a planned end date in 2021 to 2022. If you update records in your 2022 to 2023 R04 return that you submitted in your 2021 to 2022 R14 return, then we will use the R04 record to determine your QAR.
