Change of employer for overdue learner

We have a learner that has been difficult but is now almost ready for EPA.  The learner is overdue by over 6 months and has now decided to move employer.  As the learner is overdue and we have received all on programme payments, there is only the achievement payment outstanding.  As the start date with the new employer will be outside of the original planned end date, would the right thing be to withdraw the learner and then re-start with the new employer for the duration of the EPA with a TNP of the outstanding funding?   Haven't had to deal with this issue before so any help/suggestions would be welcome.

It’s only a withdrawal if the change of employer is more than 30 days

Yes, otherwise just a new EmpStat record and TNP 3 and 4. It doesn't matter that this is after the PED.
