My copy has:
Set to 1 if:
- (Learning Actual End Date is present; and the Learning Actual End Date is no later than 31
July 2022); or
- (Achievement Date is present; and the Achievement Date is no later than 31 July 2022 -where returned on the ILR for learners on Programme Type of 25 and a Funding Model of 36); or
- Overdue_Continuing_Aim = 1; or
- Overdue_Planned_Break = 1
Otherwise set to 0.
The P_Count_Overall is only one of the fields from the QAR dataset used to calculate the overall QARs and will only include data from the 5 years ILR data up to 31/07/2022 for the 21/22 QAR.
The ESFA have said that due to the continued impacts of Covid19 on providers, we are maintaining our position from 2019 to 2020 and 2020 to 2021 and we will not calculate timely QAR.
That’s how it is intended to work anything after 31/07/2022 is included in a future year.

Thank you Martin, I really appreciate your reply. So they drop into the count (P_Count_Overall) as an achiever (P_Ach_Overall) in 22/23 if they pass. Am I right in that they’d revert back to 21/22 if they subsequently failed because they wouldn’t have an achievement date, we’d return to edit the outcome of the learning actual end date in 21/22, unless we were later than the R04 window and fell into 22/23 in terms of reporting year?
Even though it has the title of Achievement date for Apprenticeships this field records completion of the Apprenticeship pass or fail. What is recorded in the following R04 is only included where the date is before 2/8/2022 (this is only to enable late entries to be recorded in the QAR).

Can someone help me work this example please?
Apprentice Learning Actual End Date = 10.07.2022 (completion status 1, outcome 8)
Achievement Date = 10.08.2022 (completion status 2, outcome 1)
I understand the apprentice counts in P_Ach_Overall in 2022/23 because achievement year occurs in that year.
I assume that the apprentice counts in the P_Count_Overall for 2022/23 also - because otherwise you could emerge with achievement rates in excess of 100% the following year BUT I cannot comprehend why in the P_Count_Overall descriptor (page 22 of the tech spec) why it says ‘Set to 1 if: (Learning Actual End Date is present; and the Learning Actual End Date is no later than 31 July 2022); or (Achievement Date is present; and the Achievement Date is no later than 31 July 2022 – where returned on the ILR for learners on Programme Type of 25 and a Funding Model of 36)’.
It’s the or that’s throwing me, there is a learning actual end date before 31.07.2022 which would lead you to believe they are counted in the P_Ach_Overall 2022/23 but P_Count_Overall 2021/22. What is it I am missing here?! Is it that learning actual end date is present but it is known it will not result in achievement that would lead you to include? - 2/3 & 3/3? But push back into the next year where progressing to EPA? Then if they fail, they’d drop back into 2021/22 (learning actual end being latest) and if they pass, into 2022/23 (achievement being latest)?
If the answer is that both move into 2022/23 achievement and counts, what incentive in the QAR stakes is there to be timely with hybrid end rules in the mix? Other than the impact on the 2021/22 count and non-achievers/ withdrawers being representative of a greater proportion of the whole?
