BNO passport

We have a learner who has a Hong Kong BNO passport but has only been living in the UK for 12 months. I am right in that they do not meet the Eligibility Rules (three years) for a levy funded apprenticeship.

Assuming they're 19+ (and, I think, by definition, everyone who is BNO is), then yes, as it's not on the list of exceptions (Refugee, ILE etc), it would be three years.

Can I just clarify the above once again. As a non-levy funded Apprentice, they also don't meet the eligibility rules. She has a BNO for 5 years and hasn't been in the country for a year!  I have scoured the Funding rules and again there isn't any exemption.

The only other option would be to pay for this herself?

Well, should probably be the employer paying, but yes, BNO not eligible for funding for Apps til they've been here three years.
