OTJHs - ESFA Calculator

Hey All,
The ESFA calculator guidance reads "max of 5.6 weeks per every 12 months". I am currently in discussion with a colleague and I believe that means for every 12 months a learner is on programme, 5.6 weeks should be counted for their annual entitlement.
My colleague however believes that should they do 13 months, the learner would receive 5.6 weeks annual leave entitlement for the initial 12 months, plus extra time for the additional 1 month over the threshold.
Hope this makes sense, any help would be appreciative.
