I originally added TNP1 the training costs. The learner subsequently moved employer some time later. I then submitted TNP3 residual training costs and Assessment costs under TNP2 as they had only just been negotiated at that time. I now have the completion payment held back. Should the Assessment costs gone as TNP4 residual even though none had previously been submitted?
