We have published an amendment to the Financial Assurance Monitoring post-16 funding for 2021 to 2022 plan.

Two previously internal reports will be made external reports from R12 (17 August 2022) through the dashboard, these are:

·       FRM43 – 16 to 19 study programme learners with no planned learning hours, who are not identified as requiring additional learning support through either an EHC plan or self-identified LLDD and health problems.

·       FRM69 – Proportion of planned EEP hours is greater than or equal to 50% of the total planned hours and learner is not recorded with high needs.

To help you submit accurate data you will be able to review these reports and if required, correct your data, in time for the R14 hard close.

A joke to only release these now, when all the learning has finished and we can't do anything about any learners listed.

Also, really concerned that people will be switching off funding because of FRM69 when there's no rule that says learners can't do majority EEP programmes if it's what is best for them... FRM shouldn't be used for "are you sure?" reports...

The reports have only been released today and I am not sure what or how I am supposed to change to get rid of the errors.  EEP hours are for work experience and prep for work.  If anyone can help that would be appreciated.  I had a clear report apart from these new FRM69's

They're NOT ERRORS, you just have to leave them, there's no requirement to have a blank FRM.

I think the communication for this, as we can see, is very poor from the ESFA, and there should be specific guidance and pointers to assist including:

  • Check if you have recorded students with the correct HNS Status (top up funding) and add this if it is missing.
  • Check that the EEP hours and Planned Hours have not been recorded /transposed incorrectly.
  • Check that you have all learning aims to support the breakdown of the EEP and Planned Hours
  • Where learners are Study Programme and not HNS or on an EHC Plan consider if the data for EEP is accurate and ensure that funding rules xx xx x xx are all fully complied with.
