Hi, can someone help me understand a rule.

EP49 - New rule: If planned off-the-job training hours have been submitted in the ILR for the apprentice, actual off-the-job training hours must also be submitted in the ILR, at the end of the practical period or where the apprentice leaves the apprenticeship early as a non-completer; this includes current learners on programme as of 31 July 2022.


Am I right in saying that this means you continue record actual hours for those that have taken their EPA (as we normally would) but we are now also required to return the actual hours for anyone that leaves/ withdraws from the programme? I assume ESFA have something in place to stop any error/ warning appearing for a withdrawn apprentices that has lower actual hours vs planned? 

Is this in place for all learners or only those that start after 1st August 2022.

I assume that this change is to enable the ESFA to monitor the OTJ hours of those learners who do not complete so that they may identify any specific under delivery that may not comply with the funding rules.

One thing I will point out is there are no additional validation rules on the Actual Hours field yet, so it won't error if you *don't* put it in for withdrawals, so you'll need to have your own process to keep on top of them for them moment (I suspect this will get picked up soon enough).

And, yes, I can just *imagine* the awful PDSAT that they'll produce that will flag learners where ActualOTJ is less than weeks on programme times 6 and all the tortuous, pointless conversations that will ensue...

Thanks! Oh yes I am sure they will produce a wonderful flag for those ones. 

So to check, this applies to ALL apprentices from 1st August 2022 no matter their start date??

Hi, I do understand this rule in relation to recording actual OTJ hours for apprentices completing/withdrawing, but do they need to be recorded for an apprentice going on a BIL?

Validation rule: OTJActHours_02

For starts on or after 1 August 2019, where an apprenticeship has completed, the Actual Hours for Off the Job Training must be returned.

 (error where LearningDelivery.LearnStartDate >= 2019-08-01 and LearningDelivery.FundModel = 36 and LearningDelivery.AimType = 1 and  LearningDelivery.CompStatus = 2 and LearningDelivery.OTJActHours is not returned)

As @Steveh has said the rule does not include withdrawn learners, but this is required in the funding rules:

If planned off-the-job training hours have been submitted in the ILR for the apprentice, actual off-the-job training hours must also be documented in the ILR, at the end of the practical period or where the apprentice leaves the apprenticeship early as a non-completer; this includes current learners on programme as of 31 July 2022.

As they may not return from a BIL it would be prudent to include actual OTJ hours when they take a BIL although it could be added later if/when the record is updated to a withdrawal.
