AEB and not looking for work

For AEB we have never claimed full funding for somebody who is on UC but has said they are not looking for work. I have just read an article which makes me question if is this correct. Please can somebody advise.

Strictly speaking, UC "counts" as unemployed full stop provided the take-home pay is less than £345 a month. It's only "wider benefits" where learners need to tick the box to say they want to be employed (it doesn't say "looking for work" at all any more).
