UK citizen who happened to be serving abroad or (former?) Afghan citizen who now lives here?
Although it's not explicit, pretty sure a UK Citizen serving in the Armed Forces is de facto Ordinarily Resident here, wherever they happen to be serving (they're still paying taxes after all!), so that's not a problem.
If they are Afghan, it's going to depend on *precisely* what their status is, there's a couple of exemptions to the three year rule in P377 (22/23 Rules) that are specifically for more recent arrivals from Afghanistan.

If someone has not lived in the UK for the last 3 years as they were serving in Afghanistan for the past 10 years and they have full settlement rights and right to work in the UK, would they be eligible for apprenticeship funding.
