We have a few apprentices that want to take paper based functional skills tests after failing their online tests with us.
We are not in a position to offer paper based tests at the moment, so a couple of employers are wanting to have them sit the paper tests in their own assessment centres.
I'm trying to find in the funding guidance to see if this is allowed or not, my feeling is that we need to withdraw them from their functional skill from us, then treat almost like an exemption if they pass with the external provider/employer.
Can anyone point me in the right direction in the guidance or how to deal with these in the ILR. I'm a bit worried it would be classed as subcontracting - which we don't do and really don't want to get into.

Are they *just* taking the test? If there's no teaching, then I don't think there's any sub-contracting?
Thanks Steve. these ones are just taking the test. Some employers have already asked to do the teaching - which I know is subcontracting and I have said no to.
