QAR for those with withdraw and restart

Can anyone point me in the direction of the QAR guidance and tech spec for the section on how it deals with withdrawals that subsequently restart in the same year. Does the withdrawal have a negative impact of the achievement rate?

These are counted as an Overall_Leaver in the QAR so does have an impact on the rates.
