Transferring a learner to another Main Provider: Same aims.

How do I process this on my ILR submission for RO1: 

Episode End Date (1/8/22 as new provider wants to start 2/8/22):

Completion Status: 3? withdrawn from learning or 6? Temporarily withdrawn from the aim:

Withdrawn Reason: 2(transfer) 

End Type: Transfer.

Also how does the employer process this on their DAS account, where do they get to log that its a transfer? Any help with this would be welcome if you have had experience of this transfer.

It is a withdrawal (3), the guidance is:

The original provider closes the ILR records for the apprentice and records any repayment of co-investment as applicable using PMR records.

The new provider will create new learning aims for the apprentice with new start dates and planned end dates as applicable. The new provider must record the new price for the programme using AFinType = TNP and AFinCode 1 and 2 as applicable, the Apprenticeship contract type FAM must also be recorded.

It is not recorded on DAS as a transfer

Thanks Martin that is really helpful and I can see it from the employers perpsective now too and it all makes sense. One other question I have if you can advise/help is as follows:

When the new MP applyies the New TNP1 and TNP2..... can I gve you this example: we as original MP have drawn down through OPL payments exactly half of the £7,000 max funding band that we originally charged the employer through their DAS account (fully funded through their DAS). So there is £3,500 of funding available for the new MP...... as 20% is originally held back (£1,400) will the new Main Provider show their TNP 1 as £2,100 with TNP 2 as £1,400 and will they receive that £1,400 if the learners achieves?

The new provider if £3,500 funding remains will receive 80% (£2,800) as on programme funding with 20% (£700) held back for completion, this does not represent the TNP amounts as these are made up from their training costs (TNP1) and end point assessment costs (TNP2) respectively.

hello Martin,  hope you can help what if the Original MP does not close the ILR at their end?
question 2 - What is a new employer has reserved the funding but it has not been approved by the MP because they are new learners and now the employer wants to change to a new provider? how can the new Provider process the transfer?

  1. Contact the Apprenticeship Service in these circumstances.
  2. The employer will need to stop the original record and create a new record for the new provider to approve, the provider cannot process the transfer as it is up to the employer to do so on the AS.
