Apprentice Restart after been withdrawn

Hi there
Can anyone help with a query regarding an apprentice that was withdrawn Oct 21. And wants to restart Sept 22 same employer same apprenticeship. We are currently calculating prior learning so we can ascertain the TNP, using the new funding rules and prior learning calculation. This is proving difficult to calculate I don’t want earnings to be more than the FBM for a single apprenticeship?
We have received earnings before from the period the apprentice was on the 1st apprenticeship so how do we calculate do we treat it as a Break in Learning and record a restart in the ILR with a new programme aim and TNP for the remaining negotiated training and EPA costs.
If anyone could clarify and if possible, point me in the direction of where it mentions this in the rules. I’ve looked in the technical funding guide but can’t see this scenario.
