Hi,
Guidance in the Funding Rules and Provider Support Manual is always a little bit limited.
The original provider closes the ILR records for the apprentice and records any repayment of co-investment as applicable using PMR records.
The new provider will create new learning aims for the apprentice with new start dates and planned end dates as applicable. The new provider must record the new price for the programme using AFinType = TNP and AFinCode 1 and 2 as applicable, the Apprenticeship contract type FAM must also be recorded.
My understanding:
1. New TNP agreed, cannot go over the maximum funding band across the two providers
2. Restart Indicator ticked but no original start date put in
3. Young Learner Incentives are only paid for what has not been paid out previously
4. Minimum duration considered across the two periods of training
Question:
1. Off-the-job training, do you need to take into account time at previous provider and have evidence (i.e. OTJ logs from previous provider, start date and actual end date) provided so the 20% OTJ has been delivered across the periods at the two providers (assuming yes)
2. Rules base, I'm assuming the rules will be based on when they originally started at the original provider e.g. 2019 start (how does the ILR/auditors pick this up if no original start date was put in?)
Any other things to consider please feel free to send your thoughts.

Questions
No, the OTJ training hours relate to your delivery as recorded on the training plan.
Original start date funding rules apply, plus any new rules since then that relate irrespective of the start date.
