Yes, in the days before the ILR was in XML format (back in the 00s) we couldn't have a blank value in CompStat, so it used to be 9 when a learner was still on-programme. For reasons known only to themselves, the QAR data team continue to use this value (and, every year, people get confused by it).

Hello can anyone tell me what outcome=9 means please?
We have quite a few of these in our R10 data where the completion status is1.
