Off-Job-Hours and EPA reporting where Transfered

Bit of a strange query here following a discussion here in the office which I hope someone can give a definitive answer to.

A learner started their apprenticeship with PROVIDER "A" but then is transferred to PROVIDER "B" - doing the same Apprenticeship Standard and is still at the same employer and is still due on programme for 12 months or more 

On their records, Provider B makes the necessary adjustments to allow for the learning / OJH etc whilst at Provider A.

When it comes to the EPA, should Provider B just submit the OJH undertaken there (ensuring the planned OJH for the learning at this provider has been met) or should they also include those done at Provider A for the total OJH completed by the learner?

An Apprentice can change Provider at any time on their programme so do not understand the ‘is still due on programme for 12 months or more’.

The ILR specification state:

For apprenticeships this field collects the Planned off-the-job training hours (as defined in the funding rules) that will be delivered to the individual apprentice over the full apprenticeship (excluding the end-point assessment period) by the training provider, sub-contracted training providers and the employer.

This has always been interpreted as with the current training provider.
