Asylum Seeker and no National Insurance number

We have an asylum seeker who has been in the county more than 6 months and does not have a National Insurance number. The funding rules state they are eligible but they are not fundable if they don't have an NI number. How do people get around this? They want to do Functional Skills so an NI number is required

NI Numbers are only *Required* for Apprentices and learners claiming full funding due to their Benefit status.
Asylum seekers usually do not have NI numbers as they usually do not have the right to work.
Thank you Philip, we don't get many Asylum Seekers and have to refer to funding rules each time, I missed that they were down as looking for work. All sorted now
