Is it sub-contracting if there are mandatory qualifications within an apprenticeship standard that the employer can deliver? e.g lifeguarding, FA and swimming teacher qualifications?
Or, to be more precise, only if you pay them to deliver it. If employers deliver training to apps out of the goodness of their heart, then it's not sub-contracting.
