Kind of depends what visa it is, but, assuming it's a work visa of some description and NOT a study visa, should be fine, eligible under P369:
P369 A non-UK national (with exception to those that fall into the categories above) is
eligible for funding if they have been ordinarily resident in the UK and Islands for at
least the previous 3 years on the first day of their apprenticeship and have
permission from the UK government to live in the UK (not for educational purposes)
or have obtained pre-settled or settled status under EUSS.
In terms of her current visa expiring, it's not her fault (or our fault!) she can't apply until January, so, provided she's telling you she's definitely going to reapply, shouldn't be a problem to start her.

Good morning, can someone clarify if Turks are able to b funded - I have read the rules but am not 100% sure how this works if they have/need a visa.

Many thanks for your call. I just wanted to clarify that my current visa ends in February 2024 but I will be eligible to reapply in January 2024.
I studied Maths and English at my high school in Turkey and continued studying Maths as part of my university degree. I have also done two English language courses, the most recent being an advanced course, here in the UK and details of this are on my CV. This summer, I worked at the language school where I had attended the course as a summer administrator.
She has been a resident in the UK for 3 years, but the visa was worrying me.
