I am *super* annoyed that they seemingly snuck this in in the June 2021 version AND DIDN'T TELL ANYONE!!! And, what's worse is L4 and above aren't listed on the actual tables, just on the blurb on the front page, what a joke...
Aaaaaaaaanyway, to answer your question, an OU course (and, indeed most modular HE) is 120 credits a year, so, unless they did this as a stand alone, certificated thing (rather than as part of a larger qual) seems unlikely that this would be over 50%?
(on the bright side, it means when I eventually do an Apprenticeship, I can use my 90 credit L4 Certificate in Maths from Birkbeck, rather than having to find my GCSE Certificate in my mum's loft!)

The acceptable qualifications list Qualification achieved at higher levels including degrees as follows
English and maths qualifications at higher levels
Where the apprentice has a qualification at level 4 or above (including degrees) and/or SCQF level 7 and above (such as an Advanced Higher), this is acceptable if the qualification is predominantly in the subject of English Language or English Literature and/or Mathematics.
Can we accept modules achieved at higher levels? For example an apprentice has queried a 30 credit module achieved at the OU in Mathematics in schools.
The ESFA have not really clarified it for me. Is a 30 credit module a "qualification"? How do I know if 50% of it is English or Maths?
Any advice would be appreciated!
