Transfer to New App Standard & Success Rates

Created

Hi All

A hypothetical question at the moment. The question has been raised regarding transferring some of our Apprentices from one Standard to another mid-way through programme. Both Standards are very similar and have the same components, it's only the Standard code and EPAO that would change.

Am I right in thinking to implement this we would need to withdraw all learning aims on the ILR and select "Transfer to a new Learning Aim with the Same Provider"?

Could we then indicate a restart on the new ZPROG and/or Main Component aims (both aim numbers would be the same), and keep the same TNP1 price, or does this need to be a complete new start and reworked for RPL?

Would this affect our success rates?

Thanks in advance for any help!

Ooh, a real Transfer on an app, don't see many of those!

So, yes, you withdraw them and then select 40 - Learner has transferred to a new learning aim with the same provider as the Withdrawal Reason on the aims affected (ZPROG and component but probably not Maths and English).

You don't use the restart flag (it's not really a restart) and the initial aims, provided you've used w/d reason 40, will be automatically excluded from Achievement Rate calculations.

Only thing that springs to mind is they'll still need to do 12 months on the new one, because, as I say, it's not a restart, so if they've done a bunch of overlapping stuff that might get a bit hairy...

Transfers are recorded as a QAR Exclusions in the QAR but the new programme is not recorded as a restart as it is a new programme.

See: https://guidance.submit-learner-data.service.gov.uk/22-23/psm/article/apprenticeship-recording-changes#article-Transfers%20to%20a%20different%20apprenticeship%20with%20the%20same%20provider

Problem is if this is mid-way through the programme is that there must be RPL on the new programme which may make them ineligible for funding.

Thanks both. Yes I agree the transfers could present some problems with RPL. Working that out will be fun!

Interesting that we can just change the standard code on the main learning aim (according to that guidance). What a shame that we can't do the same on the ZPROG! Haha!

Steve Hewitt would they then go down as a non achievement for that learning aim and then affect our success rates or would it be excluded because they are still continuing learning with us?

Steve Hewitt

Ach rates are only calculated from the ZPROG, so, effectively doesn't matter what you do with the components.

Emma Orr

Ah so I suppose it would count as a Leaver as we'd have to close that ZPROG and reopen a new one with the new standard code.

No as Transfers are recorded as a QAR Exclusions in the QAR
