Framework Completion Payment

We have an apprentice who completed & achieved a framework for which the completion earnings are showing on the Indicative earnings report, there is also a 16-18 framework uplift completion payment. When I've checked the payment report the uplift has been paid, but not the main completion payment. I have checked all the data and it seems correct, no co-investment due etc. Can you think of any reason why this wouldn't be paid?
