Please could someone clarify the meaning behind the following wording listed from the ILR Specification 2021/22 for AEB: 

This field should only be returned for ESOL unit or qualification aims that start on or after 1 August 2015. It must not be recorded for non-regulated ESOL aims.

Does the 1 August 2015 refer to the qualifications effective from or start date recorded on FALA or is this referring to a learner's enrolment date on a valid qualification aim?

2015 was the year the rule was introduce and naturally could not apply to any starts prior to that.

Yes, it applies to any ESOL quals currently valid, doesn't matter when they were introduced (although [gets out history cap], I *think* all the current ESOL aims were introduced in 2014, and it was the reduction in funding compared to the previous ESOL quals that led to this fudge being introduced where, for example, if you're delivering a Reading Award over 100+ hours you can have a bit more money)
