QAR guidance historic BIL

I have identified a few learners who went on a break in learning with an actual end of 2017. These learners never returned but I have discovered they are still in our MI system and the system has reported their record in each following year as on a BIL.

 My question is, if I now remove them from the ILR or update the record to a withdrawal will they go against our current QAR or will they have already gone against us.

The QAR guidance states:

“We treat learning aims as withdrawals for the overall QAR methodology where they have a ‘Completion status’ of 6 (‘Learner has temporarily withdrawn from the aim due to an agreed break in learning’) and where either: they do not have a corresponding restart record in the same funding year or in the following 2 funding years, OR  the planned break recorded in the R14 ILR return for 2020 to 2021 has no corresponding restart record in the R04 ILR return of 2022 to 2023”

 As they do not have a corresponding restart record in either the same or following year years then I believe they have already counted against us.

Our MI team think that as the record has been reported each year they may go against us now.

I can see the learner in both the 17/18 and 18/19 QAR reports from the HUB, both show QAR status QAR Exclusions. They do not appear in any following reports. Does this mean anything to anyone?

Obviously they need dealing with but I am hoping someone can assure me that they are not going to affect our most recent QAR when we return R14 data, if they will then at least I can give people warning.

Aaaaaaaaaaaaaah, it's because they *should've* counted against you in 19/20 when, of course, there weren't any rates. I'm guessing their Planned End was 2018/19?

Would totally delete them from this year's ILR and say no more about it...

Wow, this must be the quickest reply from the service desk I have had. They came back to me 2 days later to say they will count against us if we close them down as withdrawals due to the hybrid year end. I did think should we just delete them and in that case they should just disappear from QAR land altogether?

I mean they'll still be there, just in a year no one can see! ;)
