No, unless they're finishing their AEB funded course in the next four weeks.
P76 As an exception to P75.2, an individual may commence an apprenticeship and
attract funding, where they have less than four weeks to completion of an existing
DfE funded course.
Annoyingly they'll need to drop out of their college course and do FS as part of their App instead...

Hello all,
Can I enrol an apprentice if they are currently being funded to study functional skills through another local college. Their exam will be achieved before their practical end date on the apprenticeship.
