Hi,
Sorry another one from me, you can tell it's R14!
We have a learner who withdrew in July (ILR correct) and restarted after a change of heart in September (ILR is correct) but learner is not yet live on Apprenticeship Service. Should I submit this learner and create a data lock error for R14 or am I okay to hold off to R03?

R14 doesn't care about anything that happened after 31 July, so learner stays as withdrawn in R14.
