Traineeship progresses early with same provider

Hi,
I've read the guidance regarding the subject title as "Where a 16-19 or Adult skills funded learner transfers from a traineeship to an apprenticeship and stays with you as the same provider, all aims in the traineeship programme must be closed with a Withdrawal reason of ‘transfer’ (code 40). New aims being undertaken as part of the apprenticeship programme are recorded."
I'm searching high and low and contacted the ESFA regarding the below but am still no clearer on what it refers to as "all aims"...
I know that if a TS leaves early to progress onto an apprenticeship then the hours are adjusted and any quals that will continue on the apprenticeship is recorded as a transfer code 40. Do I also do this to the employability component too as they were unable achieve this due to positively progressing? Even though this will not be transferring to the apprenticeship?
The Workplace was achieved with well over 70 hours being achieved. Surely this can't be coded as a withdrawal and transfer as the achievement is required for the employer to get their incentive?
Also, do I record the ZPROG as withdrawn with a code 40, and then go back to update with an achievement after 6 weeks? Or does this stay as a code 40?
Your help here will be greatly appreciated!
