Welsh learner working in a hybrid role in England

I have an employer in England, who would like to take on an apprentice who lives in Wales - this is a hybrid role, so will work sometimes in the office in England and sometimes at home in Wales - am I able to sign the apprentice up?

*Must* be *at least* 50% in the office in England. There was a fudge during lockdown (seem to recall a case of a learner trapped in Barbados!) but that no longer applies.
We’ve had a couple of apprentices residing in Wales and our internal auditors suggested we keep a schedule on file to demonstrate the apprentices normal working pattern
